RE positive reinforcement

My school does have a school wide token economy and I do use it, BUT often my students "don't care" about the points that they earn and going to the school store.

As far as failing them in a subject...I'm not 100% sure.
Mid term grades were pretty bad and I was told that they can't fail.

I have done everything that I can think of for these students. I have given the answers in an answer key with the page number and told them to use their text book to find the answers and I still had students miss a lot. I even give students chances to get a better grade on an assignment that they did poorly on by

making corrections, but some of them refuse to do so. I was even constantly on students to make corrections to their work to get a better grade, but often they didn't get to them and then the assignments would back up. I've tried sending homework home, sometimes it comes back and sometimes it doesn't. I don't know what else to do.
