As long as you are working towards the goals, you may add to the program. The IEP is the "minimum"required, and is just a guideline of what you want to accomplish.

If the goals are inappropriate though, you should go to the team with your baselines and discuss with them the appropriateness of the goals. Explain that you believe the goals are inappropriate. An addendum can be written to create more appropriate goals. The goals should be reachable, if they are not, then you are not providing the student with fape, because it is not appropriate.
