Don't get "Set Up"

As their teacher, take responsibility for your students. You should have full access to all their so-called tests, whether you administer them or someone else. I'm not talking about seeing scores - look at the tests themselves.
Then YOU decide who needs help. If the title I teacher tries to pull rank on you, then I would take this to the principal. What the title teacher is setting you up for is making you responsible for the low perfomring students, while "her scores" will look good. Although this title I teacher is a "fake", conceal your finger pointing and act on your "concerns" for the students if you
are forced to go to the principal with this. Any reasonable principal that wants their school's scores to improve will side with the classroom teacher every time.
