Your team agrees on things, but lacks any enforcement for lack of compliance?

Simple. When you have team meetings, jot down the agenda you all agreed on, such as homework folders. Then take it to the principal and give it to him. Ask that if he agrees with your team's policies, to please initial. Now when the deadbeat teacher doesn't follow it, take the memo back to the principal and let him deal with her. If he refuses to back the team, then you really don't have one at all do you? Time then to push for self-containment.
