I had that problem last year and got this idea from a second grade teacher and it is working wonderfully this year! During language arts, early finishers may write in their journals. Sometimes I give a topic and others it is up to them to write about whatever they want. During Math, early finishers may choose a math partner game (one we have already done as a class). All other subjects, they have browse buckets with books.
