I live in the South where noone wants to say anything "bad" to anyone so they don't hurt their feelings -- so, they just tell on them so that someone else will get the brunt of the bad news. My other theory is that this teacher is insecure and afraid of things being out of her control. Tattle taling is a way of her to think she has some control of situations
