I truly feel for you. I have never heard of this happening before. I don't see the logic in it at all. You are right in saying that the first five weeks are now wasted for everyone involved. We have such precious time as it is, this just does not make sense. I know that many times when the counts don't work out they have to displace teachers after 3 or 4 weeks but that is the only reason I have ever heard of for reorganizing classes. It is just plain dumb to do it for the convenience of those other teachers. Maybe this is common in other places but it just seems odd...
