The best advice I can give you is what I was told when by a fellow teacher when I left a miserable teaching situation: A new principal doesn't want to hear about problems at your old school. It might be satisfying to tell| the current principal that you are leaving because the school is a hell hole but anyone that interviews you will want to know from you and your former employer why you left. If a prospective principal calls this principal what will she say? More than likely if you left after describing the miserable situation to this princpal she will probably paint you as a difficult employee. It is | | easier for them to paint you as disgruntled then to actually correct the miserable working conditions. If you have another reason which explains why you are leaving, it might be more palatable for everyone involved. Perhaps you wanted to be closer to home, spend more time with your family, work in a school that has implemented a program you are interested in pursuing. I know it can be unbelievably stressful working in a miserable environment. Good Luck.
