HI
I have found that struggling readers need direct instruction in all reading skills...likewise writing skills. Do you know exactly what level the majority of your students are reading at? how about testing for skills? What have you done there? Go and pick your reading consultant's or special ed teacher's brain on how to work with these kid and see what they have to say. I have lots of suggestions but if you don't have access to those programs it won't be much help to you.
