A few things I do, and I teach K4
I try very hard not to talk loud.
I praise and reward those who obey.
I always start the year with the rules, as mentioned before, you have to spend alot of time with that at the
beginning. Here's how I explain it, with pictures. I leave the pics on my board.

Smiling face with mouth closed. No talking
hand in the air. ask for permission
arrow pointing down into the seat of a chair. stay seated
ear. listen carefully

When I see a transgression. I call the person's name and point to the pic and ask them what it means, do they understand it, can they

obey it.

I also follow up with notes home.

I firmly believe 4-5 year olds can be taught to be quiet and listen, but it takes patience, patience and TIME! and you have to be very consistant no to reward the talkers with you attention.
