It's normal

This is very normal especially for inclusion or integrated classrooms. It actually can also happen when the classroom has a student teacher. If you step into a classroom where there is a resource room teacher, an observing college student and let's say a TA, talk with them about the daily routine. Most TA's are certified teacher and are capable of taking over the class, the two of you need to come to an agreement about how the day will be handled. If you walk into a classroom where a student teacher is present, let the student teacher take over for most of the day if he/she wants to. It is great experience for them.
