I think you have the right idea here. Understanding what's going on will help all three of you - child, mother, and teacher. Rewards and punishments do little, in my opinion, to change behavior unless the behavior and what's behind it are understood. Most people don't like being "bad." They're that way because their needs aren't being met. I think a conference including the child is a GREAT idea. I can't give you any pointers on where to go post conference - all will depend on what you're able to figure out there.
