my kids do reading stations, but the activities are pretty open ended. I set a timer for 10 minutes, and the groups do not move on until it beeps. For activities that will take them a set time (less or more than 10 minutes) I get them to leave their group and work at their desk, then when they finish they can rejoin their group wherever they happen to be.
