I think it can be confusing for kids to have different materials for the same reason. Give the kids back their folders and start the whole class over again with your expectations. Model clearly what you want to happen. Show
exactly where you want each thing in their desk, down to the order in which the folders should be stacked (sounds picky, but where else are they going to learn this stuff?) Then check every desk every day after school for the next several weeks. Give positive feedback (like group points) for doing what you have told them to do (following directions.)
I don't have desks because the
clutter would drive me crazy. Instead, each child has a "book tub" (magazine holder) in the back of the class where they keep three things in a very specific order. I remind children that their table will earn points for every person who keeps their bucket correctly organized and clutter free. I very clearly model how they put homework away, how they write in their planners, etc. As a result, even my most chaotic kids get the hang of it eventually. I hope this helps.
