I can't help you with the biting issue, but I do respite care for an child with autism and mental disabilities who also likes to strip too. He is unable to unfasten belts, and that helps for us, but I'm not sure about what level your kids are. You could try safety pinning the belt closed, or satety pinning the shirt to the pants to at least slow them down. It the kids can easily undo these, I'm not sure, but you could talk to the parents and find out what they do to stop it when they are in public.
