if a parent starts the referral process, we follow through with it--we meet at our MDT (at our school it's PST--problem solving team) and discuss--usually without parents first--then we invite them and explain the process--teachers and other staff members present what they've seen, test scores, qualifications--and if we truly think kid won't qualify--certain members of the team who aren't so close to the parents (not classroom teacher) speak frankly--like our psychologist--she doesn't have ties to the parents and can play the bad guy. if parents are insistent, we go through the testing process.
