I teach third grade so this may not be appropriate for you. When my students will not quite talking I tell them that we are going to practice being quiet since when they take the state assessment they will need to be silent
all day long. At first I shut off the lights and make them put their heads done for about 5 minutes. Later on I tell them that they can keep their heads up if they think that they can practice being quiet that way. Eventually I even leave the lights on. This has taken as much as 6 weeks to get to the point where I ask them if they need to practice being quiet, and they get quiet. Maybe
you could modify it by telling them that there are times in school when you must be quiet and you are going to practice, then maybe give a sticker or other small incentive to all who manage to "play the quiet game" successfully. Hope this helps.
