I believe that the art teacher, librarian, and p.e. teachers are all certified teachers. That means if the children are talking when they should be listening, those teachers should be able to handle it. I certainly wouldn't dream of sending the children who couldn't behave in my classroom down to the librarian! They need to have a management plan in place just like we do.
