Rules for Catholic schools are set by each individual diocese/archdiocese. I don't think there are state guidelines; in fact, I don't think that that the Church has head departments for the entire state. Remember that the diocese/parish system was in place long before we had states. So having the two cities be in the same state doesn't make a difference. Some dioceses will bend the rules because their demand is greater than supply, it just depends.
