I might analyze where his spelling mistakes are-- is it vowel sounds he's missing? Consonant blends? Then I would start with some basic phonics in that area.

When he writes his spelling words, have him
- break them
into syllables
- mark the long and short vowel sounds
- write the rule that applies to the list (e.g. double the last consonant before adding -er in words like 'hit', 'run')

I'm not a spelling expert but am just going with what has worked for me. Some people will never be good spellers but I know that sometimes children have just never learned the "rules" of the language, how

to break words apart into their sounds. (Or even how sounds are produced.) Of course English has a lot of exceptions but learning the basic rules is a good place to start.
