These boys are way too young to be able to tell the differences between kidding around, accidentally bumping into one another in line, or outright teasing and pushing. All these things will look the same to those boys so
they are going to be in alot of fights. Just keep repeating that fighting is against school rules and punish them for fighting. I wouldn't ask or entertain any REASONS or explanations. Just "you were fighting and thats against school rules." And leave it at that. Use that line on both students and parents.
If a parent EVER starts giving you reasons why their child fought, all you have
to say is that the reasons for fighting only matter BEFORE the fight - when there still would have been time for me to do something about it - but they didn't come tell me.
