first, explain to the child what they are doing is not good, and that you will no longer pay any attention to them when they whine. Model an acceptable behavior. Make sure to tell any helpers what you are doing and have them do the same.

Next, IGNORE the whining. It will be very hard at first, don't even say "I can't hear you" or anything, NOTHING at all. Find the littlest good thing to acknowledge and praise the instant it occurs.
I have had to use alot of will power to help kids over this. They want attention and this is how they have gotten it in the past. NOT ANY MORE< good luck
