I am teaching for my first full year this year, and I have often had the same problem. I have a bell that I ring when they get too loud. I know it causes more sound, but it is short and gets their attention. They were taught on the first day of school to freeze and look at me when I ring the bell. I do that instead of putting a symbol on their table because sometimes I can't tell who's doing the loud talking.

Also remember that just because a kid is talking loud doesn't mean it's causing problems. Like you said, they are excited. I have had administrators come in my room during times like that, and they seem pleased that the kids are excited. Of course, a library situation may be different.
