Have you tried teaching the 30cm rule (in Canada - I guess it would be a "ruler" rule or a 12" rule in the States)? Basically, when working together (partners or groups), the rule is that their voices should only be heard at a distance of 30 cm - no farther. Once taught, use positive reinforcement or whatever other method of discipline you normally use to ensure the kids are following the rule. Hope that helps.
