I don't think you're wrong for asking the teacher stay. In my students have library time, the early elementary teachers will stay with their class (k-2) and the 3-5 teachers have the option to stay with their class in the library. It sounds like you are not only one having trouble controlling him. What I think you need to do is have a meeting. This meeting needs to be with the child, the counselor, the child's parents, all of the teachers that have the student (including specialists), and the principal. It sounds like this child is not only bothering the teachers, but the students as well. Those students need to learn, and he is probably disrupting their learning. At the meeting the teachers should discuss their concerns and get any information from the parents that they are willing to share. Then, create a plan that everyone, including the student, is happy with.
