When I used to have the students sit in groups of 4 the chatter was incredible. However, one day I asked the students what they preferred, to sit in groups of 4 with the desks facing each other or to all sit facing the front,
either with 2 desks next to each other or in isolation in rows. Almost all of the students wanted to face the front. I have been doing this ever since, with 2 rows that have 2 desks right next to each other and a single row in the middle. The chatter stopped immediately. The students still get together and work in groups, have centers each day for 45 minutes, and have buddy reading.
Also, I found that having the students sit in a cirlce each morning and share their thoughts or something exciting that happened to them alleviates a lot of talking. I have had very peaceful, yet not silent, rooms ever since. Kids do need to talk, just as adults do, but they need to learn when it is appropriate to do so. Hope this helps.
