I teach 3rd grade. I find that if too much is in the desk, they get messy and the students can't ever find anything. So I only allow their notebooks in the desk. All textbooks are passed out as needed. They must also have a zipper closing pencil case for their belongings.
ps. If you have a job chart--handing out books is easier if it is assigned someone's job!
