    I would find out if these unmedicated children have ever been brought to the Child Study Team.If so, there might be some suggestions in their files. I would talk to their second grade teachers to see if they have any helpful hints,and to the school psychologist and/or social worker if you have access to them,to find out if they could help you devise simple behavioral plans to reinforce appropriate behavior. Unfortunately, often these do not work, but you would be focusing on several key "good" behaviors and it might be easier for the children to be successful. I would provide these children with front-of-the-room seating, and try to given them chance to move throughout the day. I would also contact the parents to share your concerns once you have spent more time with the class. Last year, I had a child who needed medication. The parents refused to do a trial, even though a psychiatrist observed him in the room and privately and felt it would be helpful. It was a struggle for him all year, and he was not a successful student. Good luck to you. Going down two grades on its own is a challenge, I'm sorry your class is difficult on top of it.
