Are you an administrator or a teacher? How long have you been teaching? I agree with what you stated about it being perfectly normal for some children not to be reading in kindergarten. Reading is developmental and each child will learn how to read when they are ready to learn how to read. No matter how much preparation you give them, it will not change this.
