    I'm not sure if this will work, but have you tried to praise the good kids VERY LOUDLY? If the class is constantly talking, find the ones who are sitting quiet and say something like "__________ is doing so well following are class rules!" or "______________, It's so nice that you remembered are rules and are being quiet! Good for you!" If that doesn't work, try a small reward (like a sticker, pencil, piece of candy, etc.) Say something like "Since _________ remembered that one of our rules is to be quiet during work time, he/she will be given a _______." I'm not sure how rewards will work in kindergarten (which I'm guessing you teach) because I'm not sure if it will make the students want to do good, or if it will make the rest feel very sad or very angry.
