I totally agree with the first poster. The other thing I recommend is reading different types of books aloud before SSR time. When you only read one chapter of a book, it draws some kids in and they want to know what happens next. You could go out of your way to include books you may think are interesting to those non-readers and give them first choice to look at the book when you are done.
