I feel your pain! I finally found a plan that works for me, as far as "grading" the completion of homework assignments.

I keep a log (students have to sign/give reason) for each missing homework assignment. At the end of each 9 weeks grading period, I note how many HW assignments were given in a given sub. and measure that against how many assignments were NOT completed (checking my log). (ex. In Math, we had 36 HW assignments...Johnny failed to complete 14 of those. Then, I pull out my handy grader/slider...determine what his grade his based on 14/36....and assign that grade to be computed in his overall math grade.) Hope I've made sense....If now, let me know.
