One idea that sounds like it would get everyone involved is to have each one of your 4-5 general rules written at the top of 4-5 posters before class. During class give each student an index card to write a rule they think the class needs to have. Then lead a discussion of how all their rules fit under the rules you already have written. Have the kids attach their rules on the poster under your rules. And all year long you can refer back to them. For example, one poster might say Be Respectful. And the kids maybe wrote, No Kicking, No Name Calling, No Fighting. They would all fall under your rules. This way everyone gets to feel like they are a part of the class.
