What you and a couple of others here have described is also the standard proceedure where I live in southern Illinois. I applied for a teaching position here in the town where I have lived most of my life at the school which I graduated from and live 4 blocks from. The way I found out that the position was filled was by happening to read a local newspaper. Qualifications here mean nothing unless you are drinking buddies, hunting buddies,etc, etc.
I found out later that the school was placed on the "failing" list by the state. Wonder why?
