I've just discovered very similar issues in my class. I asked a veteran teacher for advice and she suggested a lot of what the other poster already said, but she also suggested going to the first grade and kindergarten teachers
to get resources like books, worksheets, etc so I don't have to reinvent the wheel. Our grade level team is also considering trading kids between classrooms for at least part of reading time in order to better meet their wide range of needs. Her last suggestions were to try to line up parent volunteers who can regularly read, play phonics games, etc with some of these kids so they
can get more one-on-one attention, and to put together a packet of flash cards, worksheets etc to send home along with specific suggestions for the parents on how to help. Good luck!
