I also let my students have water bottles at their desks, and noticed that they did indeed need the restroom more often. To weed out the bogus bathroom requests, I give each student two bathroom tickets. Students are encouraged to use the bathroom during lunch/recess, but, if they need, they can turn in a ticket. At the end of the day, students receive points for each ticket left; when a certain amount of points are accummulated, those students get a small prize. It worked very well - only those who really needed to go left! I think it's very important to keep kids hydrated, but bathroom breaks can be very disruptive. Hope this helps you!
