You are talking about $1 for these binders? Maybe another couple of dollars for the insides? What ever happened to personal responsibility of people to get their own school supplies? I know, the poor, but when people buy their own property they seem to take more pride and care in it.
Ok, so you might say, I want all the binders alike. So ask for a $3 fee and go buy them.
Perhaps kids, and adults, should realize that they can't expect to get things handed to them just because....
Just a different point of view for ya'll today.
