I don't get my class list in time to send anything before school starts either. On the first day of school (which is usually a Tues. or Wed. ) I send home a welcome letter to the families. I express how excited I am to have their child in class this year and that we will have a great year, etc... I also include my classroom phone number and email. On Friday of the first week I send home the BIG letter with all of the routines and procedures and expectations. The students and parents must read this through together (we have discussed this as a class throughout the week) and the students bring back the last page signed by both himself and his parents. This also helps them practice taking home and bringing back Friday Folders.
