What I did 1 yr. is to cut small colored circles out of construction paper glued the students pictures to the circles(head shots)then added a small rectangular band to the bottom of the circle and a tubing off the top (you can use a different color construction paper or pipe cleaners give the same look) outlined with glitter glue(the circle) and hung blue paper bubbles around for under water look.
