Still can't the kids to get quiet

In the program I work at we created a large thermometer (kind of like the outside ones) that hangs on the wall. It has red and white paper looped together so that when the children are to loud the red gets increased. That way the children know when the group is to loud. When the group is at a normal level the red is decreased. Again you may have the same problem about time, however the children will start to understand what noise level is acceptable and what level is not acceptable.
