The book I read each year is a picture book about a kingdom with no rules. Believe it or not, after having read it the last 3 years, I don't recall the exact title. It definitely starts, "The Kingdom with No Rules, No Laws" etc. It's cute, funny, and I follow it up by grouping kids to brainstorm classroom rules. I find it works well.
