My first and second years teaching, we had an ED class at my school. The 1st teacher they had used a mini-government setting he got from BOYS TOWN (Im sure there is a book). Each student had a job and this worked
to help teach the kids responsibility and to ignore other distractive behaviors. The 2nd teacher used a punch system for behavior. She punched holes in an index card for positive behaviors. The kids traded in the cards after so many punches for a reward. Maybe something like this would work for you? Also, a huge pet peeve of mine is how adults shun students who are different. The other kids
pick up on this and put the ED kids down. This attitude can also affect behavior. Maybe you could partner with another class and have mentors? Then your students could see first hand what they should be doing. Just a few thoughts!
