okay.......so I need to vent a little please

My school district is very small and independent;
4 elem., 1 midd., and 1 high school in all.
We only have one e.s.l. teacher for the entire school district. This works
out to where if I have a child who very limtd. in Eng., he/she will
get to work with this teacher 2-3 times per month-maybe! What a joke! The student is pulled from the classroom and is gone for maybe 1 1/2 hrs. This past school year was the worst because this one e.s.l. teacher had to do some kind of lenghty testing on each and every student in the e.s.l. program and also for newly
referred ones.
So..........my NEEDY Spanish-speaking e.s.l. student maybe got to see this teacher 10-12 times tops for the whole year! I guess someone complained, (probably the e.s.l. teacher herself) I imagine, and the district hired an addtnl. temp. person to help with the testing at the last minute (I think it was in late April.) What is also really sad and unfortunate for this student as well as others, (I suppose), is that this teacher knows very little Spanish. Can you guess which language is the most prevalent amoungst our e.s.l." kids? Oh..times up! We're not going to make it to the bonus round after all.
