I have been very successful with rotating threes in centers in the past. Initially they are to choose where they wold like to go and every 7-10 minutes we rotate. They know when the timer goes off, it is time to rotate to ensure our friends all get a turn. When teaching three's about centers, start small groups with limited options available until they get the concept down.
