I know that you have already received a lot of responses, but I have one other suggestion:
Each of your students should have an "Unfinished Work" folder. This is where they put any assignment they did not finish in the alotted time. When they finish an assignment early, they should check this folder to see if there is anything else they need to be working on. Also, if you have study hall, they just need to grab their folder instead of searching in their desk for the right paper. It helps to teach the student to be responsible for his/her work.
