It sounds like the only thing you can have them do is read. That's something that is always useful. Tell the kids to keep a book in their desk, or let a few go to your classroom library at a time.

I have morning work ("eye opener"), but all my kids arrive at the same time - other than the tardy kids. The tardy ones are responsible for making up the morning work (which is usually handwriting or journal).
