Yes you do have to follow the IEP. But I don't think you have to allow this child to run your classroom either. If you implement the plan suggested above where the student is allowed to use a coulple of minutes to compose themselves in or out of your classroom they will still be allowed to get up and walk around. You can set the perimeters. May they leave your class for a bathroom or drink break? And by all means hold them accountable. The IEP sounds pretty broad - you might want to discuss this with your spec. ed. teacher. Good Luck.
