I have not tried using 3-rings in that way, but what I HAVE seen work very well are accordian files. We had students bring them at the beginning of the year (not the huge, fat ones...just the slim ones). Then, each section was labelled with the various subjects, and the kids filed the papers in the correct slot. It worked SO well, and it even contained the papers so that they didn't fall out on their way home!
