The biggest reason some kids aren't higher readers is because they don't practice. As part of your tutoring, I would require him to read a certain amount each night (20 min. is good) and record it for you. He can write
down the title, author, # of pages, questions he had (to be discussed later), and his favorite part. Just a few sentences. That's something he can do outside of the tutoring. For the tutoring itself, I would find the actual skills he's lacking and work from there. Do minilessons each session, on 1 or 2 skills (blending words, comprehension, vocabulary, etc...). You can let him read
and take notes on what he needs work on. Teach him to predict what a story will be about before he starts reading - that gets him mind thinking for comprehending. You can also spend the last 10 minutes reading to him - on a book he might be interested in - try Matt Christopher - I'm sure he has one on skateboarding (he does sports stories that the boys love). That read aloud will give you a chance to expose him to more books and hopefully get him interested in reading more - plus you can have him predict each day, ask questions about what happened the session before, etc...
