"Teaching with a very heavy accent? Advice needed."

It depends on many things. My wife doesn't speak much English, and she's teaching Spanish in a dual language program in the Middle S. Your friend should look for help with speech pathologists or experts in ESL, in order to smooth her accent. Teachers with hispanic background can easily find a job in those states with large hispanic population
